CNA Corporation   1988-2004 1999-2004 Team Leader and Director, Evolving Security Operations Team

Director of a team dedicated to analysis of the operational aspects of evolving threats. The team's work focused on chemical and biological warfare, conventional force protection, and other evolving threat areas, including economic warfare. In less than two years he built a team of 10-15 analysts working for a wide range of existing and new clients. His teams most significant accomplishments included:

  • Designing and running a game on a biological warfare event for the White House.
  • Designing and running multiple games examining various aspects of the public health response to chemical or biological attacks.
  • Designing and running a variety of games for the US Navy involving command decision-making, and cooperation with foreign governments.
  • Running games in Qatar, Naples, Italy, and the United Arab Emirates that introduced gaming concepts to non-US decision-makers and explored joint chemical and biological response operations.
  • Application of classical operations analysis techniques to the problem of defending ships and piers against attack by small boats.
  • Reconstruction and analysis of a variety of real-world events, including the recent SARS outbreak for DHHS, recent biological events within the US, and the outbreak of Exotic Newcastle Disease amongst poultry flocks in the Southwestern United States.

Members of his team participated in domestic and overseas chemical and biological defense exercises, including: shipboard biological defense exercises which Dr. McGrady designed, orchestrated, and analyzed,  TOPOFF I and II, where team members assisted in the scenario design, conduct and analysis of the exercise, and multinational exercises (Global Mercury with the G-8 countries, and the Eagle Resolve series with the GCC countries).  His team has worked for a variety of agencies, including the Department of Health and Human Services, the White House, the Department of Agriculture, the Department of Defense (US Central Command, Defense Threat Reduction Agency, and the United States Navy), and the Department of Homeland Security.

1988-1999 Research Analyst

As a research analyst Dr. McGrady has been involved in a variety of research projects ranging from homeland defense and chemical and biological warfare to air-to-air fighter tactics and public affairs operations.   During this period Dr. McGrady designed and directed a high level decision making game on weapon system employment in NATO.  The game was held overseas, and had flag level participation for the US and several other NATO countries. Dr. McGrady also served at the CNAC field representative to COMFITAEWWINGPAC where he analyzed fighter tactics and operations. He has deployed with the USS Nimitz carrier battle group during Desert Storm, was onboard USS Eisenhower for the intervention in Haiti, and participated in on-scene analysis of operations in Panama.
